     由卫生部主办的“第一届中国艾滋病性病防治大会”今天下午开幕，张文康在开幕式上致辞时作上述表示。
　　
    张文康说，艾滋病的三种传播途径在中国都已存在，其中以注射毒品感染为主，约占所有艾滋病病毒感染者的三分之二。这位部长称，中国性病的发病率也呈持续增长趋势，性病病人中的艾滋病病毒感染者不断增多。中国艾滋病的传播正逐渐从有高危行为的人群向一般人群扩散。
　　
    为遏制中国艾滋病性病快速上升势头，降低艾滋病性病发病率，实现二0一0年将中国艾滋病病毒感染人数控制在一百五十万以内的目标，中国国务院制定并下发了《中国遏制与防治艾滋病行动计划(二00一--二00五年)》。张文康指出，行动计划提出了中国今后五年遏制与防治艾滋病的具体措施，并加大了经费投入的力度。
　　
    行动计划中的措施包括：保证血液及其制品的安全，阻断艾滋病病毒经采供血途径蔓延；加强健康教育，普及艾滋病性病防治知识和无偿献血知识；针对高危行为开展工作，减少人群的危险行为；完善服务体系，提高艾滋病病毒感染者与艾滋病病人的预防保健和医疗服务质量；建立健全艾滋病性病监测体系、信息系统和评价体系；加强艾滋病性防治知识与技能的培训；开展艾滋病防治基础与应用研究等
