前国民党主席马英九18日出席台湾中兴大学举办“两岸和平论坛”研讨会上就两岸学历问题表示，岛内大学呈现“资源过剩”的现象，应效法美国教育，欢迎国际学生就读，实践“教育服务业”的外销精神。

据台湾《联合晚报》报道，对于民进党不承认大陆学历，马英九说，民进党担心一旦承认大陆学历，台湾学生会一窝蜂地到大陆念书，或者开放大陆学生来台求学，会稀释台湾学生的权益。但马英九认为，岛内大学已供过于求，高中生考不上大学是“非常困难”，岛内大学呈现“资源过剩”的现象，应效法美国教育。

马英九同时指出，“台湾人的特色就是灵活务实”，应向新加坡、爱尔兰学习，不该有锁台思想限制发展可能性。
